Screen all BLURRED/Fuzzed on bootup?

Ok so I boot up Windows and I get to the login screen. Everything is blurred/fuzzy. If I restart it sometimes goes to normal, o r sometimes comes back fuzzed out. I can't read a thing. Oh, but the mouse cursor is usually like totally fine, so I know my monitor is not defective.

I have a BFG 7800GT OC. I clocked it to 470/1200 for less than a day (to benchmark). No artifacts or anything, and Rivatuner didn't let me go higher. Ever since I've put it back at stock 425/1050 because there's no point in running too high on a 7800GT that can pretty much play everything.

I just reformatted for the hell of it and upon installing drivers (just finishing and not even restarting), NV forces ur resolution back to 640x480 and the whole screen went fuzzed out. I'm thinkin this may be a drivers issue? I'm running 77.77 btw.

I'll provide some specs so if anyone can help me that would be appreciated.

DFI LanParty NF4 Ultra-D running 623-3 bios.
3700+ San Diego @ 2.64 (idles around 33/34, loads around 39, I'm 36 hr prime stable, so don't worry)
BFG 7800GT OC (425/1050 stock) running 77.77 drivers
Win XP Pro SP-2 and Win XP x64
 
Well it could be a driver isssue which you can try by using an older driver sets. Or it could be an hardware problem with the video card. If after you try older drivers and the problem persists, it's obviously an hardware problem. Make sure you try using lower refresh rates first before you start raising the resolution. If the problem persists, sorry to say it could be a video card. As for the video being fuzzy, it could be because the display is not at its native resolution. But mostly it should still be readible. So you might want to try anothe video card and maybe also anothe monitor to identify the source of the problem.
 
The worst they can tell you is NO. Try sending it back with an RMA. But make sure you try it first with a different monitor. Otherwise, you will just end up with the same problem when the RMA arrives if the problem is on the monitor.
