Isn't Scotland Yard just the headquarters for London po-po?

He's looking for something like "Supreme Command of the Police" or "Police HQ" I guess. Dunno how's it called in the US though

There isn't a direct equivalent. At least not with a fancy title. Every major city has Police HQ with several substations.
