Scooters dont need tags?

I am talking back and forth with a person who has a little Yamaha scooter and they do not have a title. They claim no tags are needed and they want $175 for it

Is this true about the tags and would it be fine to buy without the title? I am in a college town and figure I could flip this when it gets warm.
 
Depends on the size (engine) which state that the scooter is to be used in if tags are needed.

Best to call a local DMV and find out.
Also, the school campus may have separate rules.

As to title - you better get something to show proof of ownership.
Otherwise the unit could become hot.
