The Evo's big carbon-fiber wing is claimed to reduce rear-end lift at high speed.

They "claim" that something does what it's supposed to do. Excellent!

I admit I don't know anything about subaru's engine design, but isn't 14.5lbs of boost a bit on the high side? Has the long term affect of it been tested anywhere?

The motor runs low compression and the internals that would be effected by high boost (pistons, rods, ect..) have been reinforced. Now, if you drive the car everyday and floor it all the time, yes, you'll break something, but its designed strongly.
