Science geeks: Radiation + Water = Blue Glow. Whaddayacallit?

Okay, so on campus we have a nuclear reactor. The rods (or whatever) are under 15+ feet of water and emits a blue glow because of some effect with the energy going faster than the speed of light through water. I'm trying to remember what the name of this effect is. I think it's (Some guys's name) radiation. How many hardcore scientists are really on Anands, anyhow? 😉 Help me out!

The real reason I want to know (not that you all care) is that I just put blue LEDs in my case and they're awesome. I was going to put a green neon light in my case, but then that'd clash. And seeing as how I just got a Logitech mouse with a blue led, I think blue is my color I'm after. I am sticking with a radiation "theme" for decorating (HEY! No snickering.) and remembered this effect which is the same color as all my blue LEDs.
