svchost.exe is the program that is used to load Windows services. One of those is buggy and is causing high CPU usage.
Usually I just use Task Manager to kill the process. A reboot can also fix it. If that doesn't work, you can try things like updating drivers and make sure all Windows updates are installed. There are some issues with Windows that can cause it as well. Viruses and spyware can also be the cause.
