School me on XP VM CPU usage

I'm running win7 on my work PC with an xp mode VM for some software compatibility. Its a new system and my first experience with vms so its new to me.

I'm running a process in excel right now that has the CPU maxed in the xp task manager. In win7 task manager it shows just 30% usage. Its the same physical processor, so what is going on? Does xp mode not have access to full CPU?
 
The MS provided free Virtual PC only allows for single virtulaized core, therefore with a single VM, you will see at most one core on your host system maxed out.
