I was doing the same freaking thing at the stated start time, but after a couple of refreshes and getting the same page I finally noticed the link on that page which took you to the sign up form, just in time to get in before it ended.

After you filled in the form, you had to scroll down to see the submit button.
The promotion started a little early (11:55 or so) according to my clock.
