SCEPTRE X37SV-Naga/X1900XTX Problem

I have a friend who just got the 37" Sceptre to use a a monitor. It worked fine with a 9800XT @ 1920x1080(well not for games of course 😉 ). He recently bought a new system including a X1900XTX and now he's having problems while running 1920x1080. The picture is not filling the whole screen. There is about 1 to 1.5 inches of black around the entire screen(like it's underscanning or something) and the text is not very clear. The text was perfectly clear and there was no black around the screen when he was running his 9800XT. He's using Catalyst 6.9.

Any ideas?
