Sceptre 19" LCD w/15ms refresh!?

This monitor sells at Sams club (on line at least) for $699 including shipping. I just bought a KDS Rad-9 with a 35ms refresh and it hurts when playing FPS games. This claims a faster refresh by dividing the screen in half and drawing each half independently, the same as laptops. Any thoughts?

The 15ms is only the rise time, fall time is 10ms for a total of 25ms. Many LCD's on the market today have a 25ms response time this one is no different.
