Scanning/Tracking system for packages

We're looking to get some sort of system that we can use here at work because people seem to lose their packages.

We're looking for something that would work with a handheld device that when we get a delivery, we can scan the package and enter who it's for. Then when our loading dock guy delivers it, we can have the user sign for iton the handheld to capture that information.

Basically the same thing that UPS and such uses but no where near as complicated.

I'm not even sure where to start looking but thought someone here might use something like that.
