scanning at high resolution

I have an EPSON 1200U scanner which does a pretty good job with pictures. I'm trying to scan something that's similar to a glossy print ad but the resolution isn't very good (i.e. it's not very clear). Do I need different software or can any software scan at high res?
I'm using MS Photodraw right now which gives the option of DPI settings, but that's all.
 
It doesn't matter what software you use or what resolution you scan at, if your original is bad (out of focus, not very clear) then your final product will be the same way.

I guess it is possible that there is some real high tech solution out there can take an out of focus origninal and scan it into focus but I have never heard of it.
