scandisk & defrag

My system, 800 PIII,20 gig hdd,256 meg ram,32 meg ati rage pro video,cd-rom,cd r/w.win98se. The problem is that every time i try to run scandisk or defrag i get this windows error. Scandisk or Defrag could
not continue because your computer does not have enough memory available. Does anyone have any idea
as to what is causing this error?
 
Scandisk and defrag should be the only thing running (each one separately, each one being the only application).
