scandisk/defrag problem in WinMe

First of all i'm trying this with only systray and explorer running. Scandisk keeps restarting and claiming that windows or some other program is writing to the disk. But no other program is running. I have the swap file set to 384MB and Norton says i'm clean.

Defrag claims the disk contains errors, but when i run scandisk from DOS, no errors are found.

Whats going on with my machine?
 
I agree. After searching the web and Microsoft's site, the best thing
to do is boot into safe mode and scandisk and defrag.............Greg

Half the time scandisk needs to allocate some memory, hits the swap file, causes a write to occur, and the whole nasty cycle starts over again... As was posted, SafeMode is usually a better bet to get thru it (especially on large drives)
