scandisk cause general protection fault in module shell.dll

I have an old pc which is still Win 98. Recently I try run scandisk and it gives me the error message 'Scandskw caused a general protection fault in module shell.dll'. After that, I am unable to shutdown or do anything else cause windows will tell me the 'shell' is not working or something like that. I have to CTRL ALT DEL to shutdown. What could be the problem & how can I solve it? The defragmentation works fine though.
