scammed ? paypal question

When someone pays you with paypal, you can see their home address... is there any way at all for us to find out their address if we're the buyer paying them ? Curious.
 
Let me ask this then - if I have a seller who didn't deliver goods (yet) after sending him paypal (not an ebay item)... I can file a claim with paypal and they indicate they can attempt to resolve... but how true is this part:

* Be prepared to provide relevant information. Your participation is essential in helping us come to a fair conclusion. Buyers who don't respond to inquiries will have their claims cancelled. Sellers who don't respond to inquiries will default the claim and automatically refund the buyer.

I've been unable to reach him for 10 days - he was supposed to ship 10 days ago. So assuming he doesn't respond to paypal's inquiry either, do I actually get my full amount back ? Anyone with experience or hear anything on this ?

If it's been 10 days w/ no response...by all means file that paypal report. 10 days is completely unacceptable when it comes to communication. Personally, I get pissed if I don't hear back within 2 days. I know people can get busy with work, school, social life, etc...but if you're going to sell something over the internet, you better fscking make/take time to answer my emails.

If I were you, I'd file the complaint with paypal.

...and to those who might say something like "well, how do you know someone in his family didn't die....or that he was in a serious accident." Well bloody hell of course we don't know if anything like that has happened. But honestly, it ain't our problem or fault and we still have every damn right to get pissed off since we aren't expected to know when things like that happen. Sure we feel sorry for the guy if something bad happened, but until we find out, we have every right to get angry.

10 days is a bit much though. Even for death, I think that a week is long enough.
