Scaling software compatible for video games?

Ok, if you have an LCD monitor and you play video games, you gotta play at the highest resolutions in order for it to look half decent, right? Normally if you choose a lower resolution your monitor will do two different things if you so choose (in most cases anyways) it will either scale the low resolution image to the full size of the screen or it will do it in a 1:1 ratio where if you've got a 1600X1200 monitor and you're using 800X600 resolution, only the middle half of the screen will be filled with the outsides blank.

Now, if you raise the resolution in games, your video card will get stressed and if you don't have a good video card, no go. So I was wondering, if your monitor ONLY does 1:1 ratio and you want to fill up the entire screen with out using the highest resolution, like 800X600 on a 1600X1200 monitor, how would you do this? Is there a software that will 'double' the number of pixels so it will fill up the screen?
