SBT-ESU25 2.5" Enclosure Problems

Just received the SBT-ESU25 USB 2.0 Enclosure 2.5" Enclosure today and it is acting funny.

For some reason it is telling me that I am plugging a high speed device into a non-high speed hub. The problem is that the USB ports on both machines I tested it on are known working USB 2.0 High Speed hubs. Tried both with Windows XP Pro and Windows XP Home.

Same result. I am using an old IBM 6.4GB 4200 RPM laptop drive in the enclosure. That shouldn't have anything to do with it, should it.

The drive is recognized and formatted fine within windows and works, but just at 1.1 speeds. Any ideas?

The chipset on one machine is a VIA and on the other is an Intel (Dell Laptop)
 
SP2 on both machines. I guess I will have to drop my USB 2.0 card in my desktop into a Win2K machine to see if it makes a difference.
