You don't let them be the judge whether to lower your phone bill or not. You just have to prove you meet low income criteria. Don't just spout opinion. Put some facts out here for people to see. This is what I found:
For the unlimited flat rate, the price is 50% off the standard, monthly rate. In CA it's 5.34 instead of 10.68. For 60 measured calls per month, it's 2.85 and if you go above 60 calls, it's 0.08 extra per call. Here's an SBC link

1) Your gross annual household income (the income you pay before taxes) must not be more than the Universal Lifeline service income limits. Please see the table below.

For each additional person over 4 people, add $4,700
2)The household in which you are applying for Universal Lifeline Telephone Service must be your primary residence. Additionally, your household may not already have Lifeline service.
