SB live 5.1 platinum causing DVD player to hiccup

I have recently just built a new computer and I have an HP dvd/CDRW combo, an ATI RADEON 64mb SDR and the SB live 5.1. When I try to watch a dvd it slows down and then speeds up. I used the DVD compatability test that came with my ati card and it says that my sound card has a clock stability problem. It says it needs a clock stability of greater than +/- .2% While mine is about -.28%

Does anyone out there know what is wrong? Do i just need a new sound card?
