Much like Die Hard 3, Saw 2 was originally NOT a sequal; in both cases, the studio heads found the scripts similar to an existing franchise, so they got the writer to colloborate with another writer to modify it to fit into a particular movie's "universe". Hence why you may or may not find it as good as the first Saw; it was written by someone who wasn't trying to make a sequal for the franchise.
