Saving brightness setting on laptop?

I was given a Toshiba 1905 S301 laptop and can't seem to figure out a way for it to retain my brightness setting. On every reboot it resets to maximum.
 
Any laptop users?

Is is typical for laptops not to retain the brightness setting and everyone has to turn it down every single boot?
