If the telcos pull this off they will have created a whole new revenue stream out of thin air. The logic of it baffles me. Every business that has a point of presence on the net is paying a service provider for access. Every user that accesses the internet is somehow paying for that access either through taxes and fees or their monthly ISP charge. What the telcos are doing here is nothing more than a sophisticated version of the mob's classic protection scam: Pay us to protect your packets or <shrug> who knows what might happen to them.
