Save Photoshop and keep text searchable?

A guy sent me a Photoshop file that has an image and some text over top of it. He wanted me to put the picture up as his one-page website (which I agreed to babysit). I thought I would just convert it to JPG and upload and be done, then I realized the text would be lost.

Is there any way to convert the image to a web-usable format and keep the text searchable? If not, what is the best way to do that?
 
It's been a very long time since I've used photoshop, so I don't remember the exact location, but somewhere in the file menu there's an option to save your image as a web page.
 
Photoshop does text as a vector image that when saved to jpg will become a raster image, a collection of pixels. The only way you can keep the text in the image searchable is to add the image to the site and put the text of the image in the HTML as plain text.
