SATA II "Hot Plug" Feature Question

Hello,
I have been investigating into the Hot Swap capability of my Sata II drives which are supposed to be models that support this feature.When I plug a Sata II drive (e.g. Samsung SP2504C) while the system is running, the drive is not recognized automatically like external USB drives are (with which "Safely Remove Hardware" icon also appears), but I have to "Scan for hardware changes" in order for the drive to be recognized.And when I unplug it I have to "Scan for hardware changes" again in order for the drive to disappear from the system.Is that normal?
Is this how the "Hot Plug" feature is supposed to work for Sata II hard drives?Please enlighten me.

My system is:WinXP SP2, AMD Athlon64X2 3800+, Asus A8N-E (NForce4Ultra), Asus Nvidia 6600 TD Extreme Silencer.
