SATA HD and NCQ

I bought a new hard drive about 2 months ago. SATA II, Western Digital 250GB, 16MB cache and I thought it would have NCQ capabilities. However, when I look at it through the Intel Matrix Manager, it shows the NCQ field as "no". So, my questions are:

a) Will NCQ make a difference for things like loading windows, playing games, etc?
b) Would my new SATA II drive be a better choice for my operating system dive than my Raptor?
Raptor: 36gb, SATA, 8mb cache, 10k rpm
New Drive: 250gb, SATAII, 16mb cache, 7200rpm
c) Is there a decent program out there that will tell me the stats on a given hard drive (connection speed, SMART data, drive capabilities, etc)
