sata gen II drives

could somebody tell me the differences between sata I and sata II? is it ncq? or just another way for people to want to have the "newest and best"?
 
No, none are out. Hitachi has announced one that has yet to be released. There are no announced controllers yet that I'm aware of, so it doesn't really matter.
