Sata Controller and WinXP

I am looking for some advice on how to get a drive to work.

I had 3 HDD in my system and decided to do a resinstall for various reasons. I reloaded XP and my sata controller card was plugged in at time of install.
I had 3 sata plugs and I can not remember what plug I used for my resintall and I think this may be where my problem lies. (mobo only has 2) May have used sata one or not?
I completed my install, loaded all my programs and then plugged my 2nd drive into the Mobo sata slot and that worked.
Now I plug in my 3rd drive and it is plugged into the sata controller and when I reboot it is looking to that drive for a MBR and it stops. So I unplug it, start up windows again, and I hot swap the 3rd drive and disk management recognizes it and sometimes it shows up in my computer. I format it and when I look into disk management after a format it still shows as a MBR.
Soooo, I low level zero format thinking this will remove the MBR tag and have it a just a 'drive'. NOPE. Plug it in and windows tries to boot to it.
I have tried all the jumper settings which I nevered had to before when all 3 of these drives lived in harmony.
I have not changed anything in my BIOS from before the reinstall that would deal with boot prioirty, but this is an area I am not sure how this would impact my issue based on what I see there.

Net, net I need some advice. I am at ends wit trying to get this drive back in commission.

2 Maxtor sata HDD 250gig
1 WDC sata 500gig
Rosewill sata controller
Radeon 800Pro video card
