Sata 150 v. 3.0 w/ NCQ Advice

I'm building a new amd dual core system and have read that ncq actually has a positive impact of performance with dual core systems. I am wondering however if there is any difference between gettng a Sata 150 v. a newer Sata 3.0 transfer rate drive. Will I notice any difference between these two and their ncq capabilities? thanks Rob
