wtf???

is she delusional
Even if she is, how is stepping down as governor going to help?
Most likely, she wouldn't win re-election, so by not running, it looks better.
Plus she doesn't have to do anything now, she can just sit on the sidelines and criticize everyone, and doesn't have to make any decisions that could be held up to scrutiny.
Modern politics - Don't do anything, because it could be held against you. Better to do nothing and just criticize everyone else's decision.
There's a difference though, it's not that she's simply not running for re-election. That makes sense, lets her concentrate on her presidential bid. News that is coming out now says that she is
stepping down in the middle of her term. I can't see how that looks better. If she's not doing this to avoid some scandal, she has just made a colossal mistake.
Even being in office during the campaign could easily expose her failures as governor as they become campaign issues, and there'd be a lot of talk about why she didn't run.
The Democratic nominee would no doubt be happy to get some national press with his attacks on her and he party and probably encouraged to do so.
Fox (blame Google) pointed out that her approval numbers are sinking. She may well be doing herself a favor getting out now, as bad as it looks to those who are paying attention - but somehow, she is getting good press, every story I've seeen mainly points the news out in a positive light about her plans to run for president. I haven't seen one say it's a bad move politically. or suggest it endangers her presidential interest.
In short, it all depends on voter reaction - your reasonable prediction this should be disastrous is trumped if the voters don't make her pay for it.
Unfortunately, she has always reminded me of Bush - and at this point she's at the same youcan'tbeseriousthisidiotcan'tbepresident stage Bush was (or even Reagan in 1977).
People fail to take into account how important that selling out to power is and the power of marketing. It's pretty scary, look how much harm those two (both two terms) did.
The whole 'economic crash' situation Obama inherited could bite him next election, just as Hoover paid dearly in 1932 for being president the first three years of the Depression.
Edit: on the conspiracy theories - there's some reason for suspicion. It's possible an alternate theory about scandal could explain her choice. One scenario could be that in her very Republican Alaskan legislature where she's being investigated, they may have found too much to ignore and rationalized letting her resign in exchange for burying something, to help the party. Or she could be resigning knowing that some ethics probe will be releasing something that would have pressured her to resign. Who knows.
Given that the basis for her candidacy was her being an 'honest reformer' by exposing wrongdoing with the previous governor, ethics vilations might especially undermine her.
