Sapphire X1900xtx wrong clocks

I recently bought a Sapphire X1900xtx and I think there something wrong with it.
Firstly, in Ati Overdrive it says the clock speeds are 500(core) and 1200mhz(mem). The clock speeds should be 650(core) and 1550mhz(mem).
But when I go to riva tuner, it says the right clock speeds of 650(core) and 1550(mem).

Is it that I have the graphics card hooked up to a 550w generic psu with 18 amps on 12 volt rail. ati reccomends 30amp.

No, it's called 2D clock speeds, as opposed to the advertised 3D clock speeds. And yes, you're gonna need a more powerful psu.
 
Hmm.. this thread sounds firmiliar..

Its 2d clocks. Currently my 6800GT is running at 250/1100mhz. Its a simple technique to reduce power consumption during 2d activity. It reduces heat as well. Try playing a 3d game, and then go see the clock readings from the tools you have. It will be 650/1550 like advertised.

Because Overdrive shows the card's current clock speeds. The requested clock frequencies are what the card will OC too when the clock speeds ramp up to the 3D clocks.
