sapphire 9600Pro Jumper???

I got a 9600 pro 128 with the black pcb and and just noticed that there is a jumper on the gpu side.

WTF does it do??? What will happen if i more it to the other set of pins or just take it off?

EDIT: I recently read that it is a pal/ntsc jumper for regiaonal settings. Can anyone elaborate on this?

its for tv output. different regions have different refresh rates on their tvs
