Sapphire 7950 Dual-X card locked at 1.25v - How to change?

I have the following Sapphire Dual-X 7950 card:

It is in the same machine as a XFX 7950. Both are bitcoin mining. My issue is the Sapphire card ramps up to 1.25v when under load, no matter what voltage setting I put in Afterburner or Trixx. The XFX voltage is set correctly. So even with a moderate overclock (1ghz) the Sapphire card shoots up to ~95c under load while the XFX stays at ~80c.

Is there a way to "unlock" the voltage on the Sapphire card?

After fiddling with synchronize and force constant voltage, I am now getting the Sapphire card to run at the voltage I set it at. Both GPU's are ~80c now under mining load at 1gz and 1.087v.

Was going to ask if there was a 2nd bios with unlocked voltage... but I guess you figured it out :)

Yea, I'm not for sure it maybe that was it also. I kept switching the little bios switch on the card back and forth with no luck. Then all of the sudden it worked. Maybe it was the combination of selecting the right bios and the force constant voltage option. I'm good to go now. Thanks for the help guys.
