Sapphire 2600XT fan too noisy

How can I reduce the fan noise??
I tried Ati Tool fan control, but it doesn't work.

Is there anyway to reduce fan speed?
What about replacing the fan?

I disconnected the fan, but the GPU temp. rised +100ºC

Beta 3 of ATI Tool works for me on a GeCube 2600XT. Other versions did not work.
