Saphire Flex 6950, unlock shaders 100% succes?

Hello! I bought a 6950 recently(2nd hand). I am trying to unlock shaders but with no succes. I have flashed with 6970 bios(ASUS/saphire/XFX brands) but the shaders won't unlock. Now I have a flashed card with Overclocked settings.

My question is is my card locked forever on 1408 unified shaders? or can i still unlock it in a diffrent way? some help please.

Read this in the newegg comments: "To anyone buying this card: Unlock using the ATI-winflash/RBE bios modification method! If you search for 'Guru3d Sapphire 6950 Dirt 3 unlock' you can find a very good guide on how to do this.

DO NOT FLASH A 6970 BIOS.

Modify the shaders in RBE."

tried everythingm shaders won't unlock thanks anyways. I am giving up wasted my 5 hours on this card
 
I heard the newer cards don't unlock, perhaps someone bought this new thinking of doing the same and when they found out it wouldn't work they decided to sell it.
 
tried unlocking a sapphire board myself two days ago ...had no luck there said it flashes ok but not unlocking the shaders

from what i can gather probably best just to overclock it
