Im looking for the least expensive netbook or laptop I can get. Here is what I need it to do:

Stream youtube hd, netflix, hulu, all online content really.
hdmi out put
Be as small and lightweight as can be. I like the netbook size.
And here is the hard part and I dont really know if I can get this, under $400 and no AMD C-60.

I thought about getting a tablet (ipad or thrive) but I dont think I have much use for one. All I really want is a way to browse the internet and stream content to tvs for when I go to my friends house to dog sit. Anything out there that will perform like my current pc (sig) and cost under $400?

There's plenty of sub-$400 laptops that meet your criteria for performance. Check newegg, dell, dell outlet, hp, gateway, etc.

But you're not going to find anything netbook sized. The best specced netbook you'll find in that price range is something running AMD's E-350 or E-450.

If all you really want to do is browse the internet or stream content, why is a C-60 not sufficient?

I thought I read that the C-60 sometimes has some problems with hd content. But I dont know. I think I'll get it all figured out sometime

It can only do HD for the formats it can accelerate, which is most of the stuff on the net. It has problems with Netflix Silverlight streaming in HD though.

Well, there are E-350 and E-450 netbooks/laptops at around your price range, those may have the power you need.

I was looking at some refurbs on newegg. You think a refurb would be a good idea? Ive never bought refurb before so Im a little hesitant

Those are all laptops (15.6" screens) and not netbooks. I wouldn't get a laptop with an E-350 in it for that price, it's not worth it.
Refurbs are generally pretty good, except the warranty coverage typically isn't as good. The Dell Outlet is really nice for refurbs though, they still give the same full Dell warranty on their refurbs.

Lenovo also has an outlet site:

you need a e-350 at least, and for $400... refurb dm1-z or x120e or the acer one. because they are usually around $450 new without a discount.

FYI, Netflix HD stutters on my DM1z. SD runs just fine.

Silverlight 5 w/ HD acceleration is coming soon. It does require Netflix to update their client for that to work, but I can't imagine they won't once official support lands. Once that comes out I expect pretty much all the Fusion CPUs will be able to play Netflix HD as well...
