Sandisk mini cruzer 256MB problems

Can't get this thing to be recognized in my USB port. If I plug it in, Windows XP throws up a box saying "USB Device Not Recognized". My motherboard is an EPOX 8RDA+. Supposedly has USB 2.0, but how do I confirm that? Also, is a flash drive supposed to get kinda hot when it is plugged in? After about 10 min the cruzer is hot to the touch.
