I bought a Sandisk Extreme 3.0 64GB USB.

I have formatted it several times and have noticed it is not getting anywhere near the read/write speeds.

Is it true that formatting the device basically ruins the performance ? Any suggested solutions ?

Thanks.

No, it's not true that formatting the device should ruin the performance. There are a lot of factors involved such as which computer are you connecting it to and the controller /driver used by that computer. A lot of those posted read / write speeds are theoretical numbers which never actually approach in testing. I'm assuming you are connecting it to a USB 3.0 port - are you connecting it to a Windows computer formatted with the NTFS file system?

Possible that you got a fake SSD. Sandisk is a HEAVILY counterfeited memory manufacturer.

What are you using to benchmark? What are the speeds your are seeing?
