I have worked with a lot of game engines. Currently Ogre . Someone told me I should give sandbox a look. It was supposed to be targeted at kids so I kind of brushed it off as a serious engine. Today I downloaded it and gave it a try. I am impressed.
It really does allow you to create a game world while in the game world. Don't go expecting crysis graphics but it could be used to design things like TF2 levels a lot easier than using hammer. The toolset is pretty complete as well for doing your own games and I can see how kids might really like it. Runs on Win/Mac/linux
