Well it COULD happen. As in the quote you posted, the judge said that regulating medical procedures is a function of the state, not cities. Saying that it would violate religious freedom is bullshit imo, but I'm glad the whole situation at least got people thinking about it, and I guarantee some future parents will decide not to circumsize because of it
