What kind of performance differance is there between samsung ram with original samsung pcb and the generic pcb with samsung chips?

Samsung modules on a generic PCB is a crapshoot. The performance of the RAM modules is only as good as the quality of the PCB, but I also believe there is some binning involved with Samsung modules on 3rd party PCBs, further affecting performance. If its a quality RAM maker with Samsung PCBs, they may perform better, as they may tweak their PCBs and hand-pick the modules (as Corsair used to for XMS).

Edit: If they run their rated speed, there shouldn't be a performance difference. The difference will be seen if the generic can't run rated speeds, or if you are an OC'er, they can't do anything higher than rated or require you to relax the CAS timings.

The biggest concern about a DIMM using a generic PCB is the layer of shielding. Samsung Original, like most major brands, uses a 6 layer PCB and some (not all) generics uses a cheaper 4 layer variety. At normal speeds, this is generally not a problem. At overclocked speeds, the cheaper PCBs may be more sensitive to signal noise, thereby causing stability problems even though the same RAM modules are used in both varieties. Your mileage would vary with either one, of course.
