Samsung PC2700(CTL) and gigabyte GA8IEXP...unstable with two RAM sticks

Samsung PC2700(CTL) and gigabyte GA8IEXP

The 256mb sticks run fine even at 177fsb individually, but cant even run together even at 266 .

tried upping the voltages for the Dimms up .3 volts and even upping the cpu volt upto 1.625.

Please help me out.
