I have a Samsung 50 inches js7000 4k TV with evga Nvidia 960 4gb video card.

When there are many windows opened, some windows will flicker or act as if they are refreshing themselves. is this a video card issue or is it because of the AMD Phenom II X4 955 (Black Edition Deneb 3.2GHz 4 x 512KB L2 Cache 6MB L3 Cache Socket AM3). i have 8GB of RAM

it seems to depend on the programs opened.... sometimes i have many windows opened but no flicker. here's a video with 2 windows open only. Notepad is notorious! with just notepad opened, its window will flicker

and now the whole monitor flickers when the screensaver kicks in as seen here: https://www.youtube.com/watch?v=TG9c7c2Tk3k

oh damn! and now more issues like whenever i turn the display back on, the picture is all messed up and i have no choice but to restart the PC

Have you tried changing cables?

From the videos above that looks like a video card problem.

You might try messing with the idle clock speed. Or maybe RAM. They could be too slow for the res

I have a Samsung UN46ES7100 smart tv that I sometimes use as a second monitor and I don't have issues like that. How do you have it set up? Have you tried adjusting the motion, judder and blur settings? I had to play around with my settings on my tv to make it act more monitor like. Are you using the latest NVidia driver for your card?

I swapped many cables. I got the latest drivers too except there's no driver for the monitor. Win7 recognized as a generic monitor.

The manual for TV is terrible. It is extremely basic. But I believe I got all the settings correct now after researching online. Set the device type as pc on hdmi 1 port. The other ports will not work. Then go into picture settings to turn UHD color on. With these settings, the TV seems stable so far..... We'll see

The other ports not working sounds like there might be some electronic failure in your tv set that is causing your problems. Can you connect any other devices, such as a bd player, to them or is it just not recognizing your pc signal?

Other ports work fine for 1080p like Blu-ray, and pc too. Other ports even let you connect 4k but only 30hz
