Samsung c-die not being used?

Reading today's AT article about Samsung's 2nd gen 10nm DDR4 3600 memory, it mentions that there is a c-die 3200 that none of the aftermarket is using. Anyone know why? Different market, outlandish price, or are they milking the market of what b-die is capable of first?

Smartphones/portables are getting DRAM ICs in the greatest quantity. c-die may be more aimed at that market than anything else. Or it might clock to DDR4-4600 speeds, who knows?
