Samsung 46" HDTV + Inspiron 400 Zino HD underscaling issues

I have a Zino HD Inspiron 400 with ATI Radeon HD3200 video card and have it hooked up HDMI to a 46" Samsung LED tv (LH46DLPLGA/ZA) . I have installed the latest Catalyst package w/ all of the features enabled. Max resolution on the card is 1920x1080 (supported by the TV). The issue I am running into is underscaling. I have about a 1" black border all the way around the TV at max resolution and I cannot find any type of scaling adjustment option.

Has anyone here run into a similar problem that can offer assistance? Maybe I'm missing a small detail here, but it seems like I should be able to get this to work.

Try opening Catalyst Control Center/DTV/Scaling Options/ set slider to 0%

If the option is there that should fix it.
