Samsung 200GB SP2004C Only Has 125GB free?

Fresh format from a new WinXP installation and I only got this much, is this normal? Also, do I have to do anything special to crank up the SATA-IIness of it?
 
I converted the bigass partition into a dynamic disk and added the spare space as an extra partition. Not sitting through an entire reformat and re-Windows thing again.
