Yes, you can get the fraction of the deal ($1 each for those 10 for $10 items), the only exception is buy 1 get 1 free, which you "have to buy one" to get the other one free, no buy 1/2 get 1/2.

Yep.

I remember back when I was a confused college student. No, I didn't need 10 tubes of toothbrush. Luckily in a college town the workers are often college aged, and finding a cute one isnt' bad. Having any excuse to start a conversation is good.
 
now that makes me wonder, why do they have to say 5 for $7? Can't they just say it simpler, $1.40 each?

Yup. I was stupid enough to get caught up in that a few times until I realized it
 
It varies from state to state. Some states have consumer protection laws that say 10/$ is the same as $0.10 a piece. Other states don't have such laws. Circle K often has sodas 2/$2.50 or $1.75 each. That would be illegal in some states.
 
Nope, don't have to buy the number on the on sale tag. I buy how ever many pieces I want and still get the discount.
