Safely Remove Hardware missing

Recently I noticed that the safely remove hardware icon from the task bar by the clock is missing. I tried several reboots which didn't solve the problem and I tried a system restore which failed. I tried running the command
RunDll32.exe shell32.dll,Control_RunDLL hotplug.dll
which brought up the box but ended up being blank.
Is there any fix for this?

Seems to be a very common problem.

Sometimes the problem cures itself in time. Also, check polcies for USB removables.

I figured out that it doesn't show up for a USB device but it does show up for a IEEE 1394 firewire device. Very odd.

Firewire has, in the past, been considered as an internal device if you use the mobo's 1394 port. USB devices are usually not bothered with - they are assumed removable and do not need to be "controlled." Just plug and unplug as long as there is no data moving to or from them. I have an eSATA external, and it is seen by Windows as a SCSI device, and is listed. But - I never bother - just power on and off as needed. Not a problem.

I can't do that with mine because it's an external portable hard drive which needs to spin down before I unplug it.
I tried a repair install and now I get an "Invalid Partition Table" error. I also have Vista installed and I can access that fine. Is there any fix?

In device manager is the policy set for quick removal or caching on the drive?

i believe quick removal but my bigger problem right now is not being able to boot XP

If quick removal, the box wasnt supposed to be there to begin with...

Yea it is, I've tried it on my laptop (Fresh Format). The box comes up with any type of device, quick removal or not. I have a picture to prove it but I don't know how to post it up here.
