Is it safe to drink alcohol and clean the CPU with a Q tip?

As long as it's isopropyl alcohol. 😉

Since the OP was from 2011, the computer circles back then were probably getting hammered by drinking Zima while handling their Intel Core 2 CPUs. 🙂
 
Alcohol is not particularly effective at dissolving thermal paste. You could get a can of contact cleaner from auto parts store. You can also spray and clean the LGA socket if need to be but do not touch the socket pins with anything for cleaning.
