Sabertooth 990FX No Power On Self Test When Video card in PCIEX16_1?

I've got a odd problem.
One of the Sabertooth 990FX's motherboards I'm currently setting up will not P.O.S.T with the HD6950 in PCIEX16_1, but it WILL P.O.S.T if I move the HD6950 video card to PCIEX16_2. Both PCI-E power plugs are hooked up to it as well.
The PSU is a Corsair AX750w

I have looked though the BIOS for a solution but none seems apparent, I even tried updating the BIOS to the latest version, to no avail for this issue. I have tried swapping a known working HD5850 card from a Rig with a Sabertooth 990FX. To the system I'm trying to setup. The same problem persists with the Sabertooth 990FX. But the HD6950 works fine in my rig.

sounds like a faulty board to me. the card works in another system, and another vid card from another sabertooth and it still failed to post, seems to me you've proven the trouble to the new board. return it.

I agree ,could be a bad solder joint on that slot or something else,either way RMA for a new replacement.
